Is AQ Doom boss broken?

Can anyone help me understand why Doom can land hits during your special attacks?

"Ability to Tank Special Attack hits

Using the Aura of Haazareth Doom significantly reduces the damage and effects from the final hit of the Opponent’s Special or Heavy Attack. This allows him in certain matchups to intentionally eat a hit that is hard to dodge and immediately counter attack with a combo of his own."

While his Haazareth aura is active Doom resist the last hit of your sp1 or sp2 and punish you. It’s at his abilities. Try to avoid firing your specials while his aura is on 😉
