Uncollected Daily Crystal and Free Crystal

I don't know if this is a bug but I recently became uncollected at lvl 39 and didn't receive the upgraded daily and hourly crystal upgrade for being uncollected, so I thought maybe I have to level up since uncollected eq need lvl40 but I did level up and nothing has changed if anyone can help it would be appreciated. (SRRY FOR ALL THE TYPING)
