War matchmaking improvement

Is the war rating the only criteria in the matchmaking process? Our alliance is only a few months old but we have been paired against alliances that totally outmatched us. We are around 1.9mil rated and just finished against a 23mil rated alliance. It’s impossible for us to move when ALL of their members grossly outrank our officers. Can some comparison on the alliance rating be taken in to consideration as this was a complete waste of time for us. Thank You
