Max sig champ but no sig ability?

Not sure if this is just an issue with my phone or not but with 1 account in another alliance - it has max sig champs but all sig abilities are still locked for the 3 champs that I can see?
Other accounts look normal. Tired rebooting phone and still looks the same.
