2016 skill 3 to 4 rank up gem

Have one 2016 gem from v4, has been sitting for a while. Who should I used it on or wait? I have explored variant 4 but only initial completion of v3 and v2, have not touched v1. Also have 5 star KM and void, and running suicide if it matters. My 5 star skill roaster is shown here

    I am leaning toward Crossbones as he is the only 2016 champs and I still have chance to pull 2015 rank up gem, but I am unsure of how useful winter soldier can be with killmonger synergy in today’s meta
