Help choosing next rank up for Act 5

Heading into Act 5. Who should I rank up next?

Venom the Duck 5* to r3
Void 4* to r5 (duped sig 22)
Omega Red 4* to r5 (duped sig 46)
Guillotine 2099 4* to r5

I also have the following 4*: Quake r1, Hyperion r3 dupe (I have too many cosmics already), and Hawkeye r4 duped, Vision r4, Starky r4, and Stealthy r2 duped.
