Update to the Stubborn Defense Tactic

The Stubborn Defense Tactic will be updated to be capped rank 1 for Challenger and Expert maps of Alliance War. This means that while the Tactic is in use, #Defensive Defenders will only be to store up to 1 Indestructible Passive at a time, rather than 2 or 3. This change will go into effect on July 1.
