Does HT's Nova flames count as incinerate against kang boss
Does it stop the Regen?

Nova flames are not incinerate effects.
And the other node on that fight would not allow Nova Flames to mitigate or reverse the regeneration

So in theory, I would assume he wouldn't work there. Unless You are just using regular incinerate debuffs

No it won't.Butbif you are looking for counters.Here are some counters that can easily solo him:
1)Guillotine 2099 at 500 hits
2)Star Lord at 400 hits
3)Iron Man Infinity War
4)Domino with her Trinity
5)Massacre easy solo
6)Hyperion
7)Claire Voyant (very simple to use against kang)
8)Sentinel (No 1 counter for Kang even 4* sentinel can solo Kang)
9)Mysterio (Passive Heal Block)
10)Nebula (Should be highly skilled)

I can tell more counters but these counters are easy to use against kang, simple easy soloe's you can get from these champions.

I've been so focused on using tech champs

That is a misconception I did variant 3 without any tech champions.

I've been rolling around with ghost and sentinel
Using blade for long distance relationship path caused me to explore other champs outside tech

Buttehrs

Warlock and stark spidey are good good options for v3
