Off-Season Rating/Tier

We were in Tier 5 for the last war and eked out a win. Since It’s the off-season our Rating did not change this caused us to drop a Tier because Alliances in Tier 6 could still change their Rating and passed us. If we would have lost, it wouldn’t bother me so much, but it seems that we are being punished for being in a higher Tier so now we need to push in order to protect our Multiplier for next season. Wouldn’t it be better to freeze all Ratings and Tiers in the off-season?
