Act completion

So I see people complaining about the new event saying being level 60 is too high and I see people’s counter arguments being they reached level 60 after act 4 because they 100% all the acts. Is it worth getting 100% on those acts before doing act 4?

    What they meant with that statement, is that in the past act 5 didn't existed. Therefore the only good thing to spend energy on was exploring act 4, as well as the previous acts. Thats how people got to level 60 before entering act 5, mostly because there wasn't an act 5.

    If you can play in act 5, its better to explore that and level up there, instead of act 4. If you think you aren't ready to fully explore it, then go back to act 4
