QOL Change: Signature Scaling Same Across All Champions

Why don't all champions get similar signature ability scaling? Some 5/6* champions needs close to sig 200 to reach full potential while other champions only need a single dupe or sig 20 to reach 60-80% of the their potential. Seems like it would be an easy fix for all champions to obtain 60-80% of their signature ability potential and scale the remaining % to 200 - a consistency so that all champions could equally useful and desired at lower signature levels?
