Is this a bug or normal for Nebula?

When fighting with nebula, i noticed her heavy works like its unstoppable. Every time I tried to break it, i hit her, damage her but she completes the move like an unstopabble move. Anyone?

    That happened to me today, but I don't know if it was on an heavy-hitter node
