I always take lots of damage. I know why, it’s in his description that i take 38% damage that i do. Is there anyway to counter this? Thanks

If you have an awakened archangel it's pretty easy. Just parry and heavy

Why? Is it because it reduces ability accuracy or is it neurotoxin damage?

DoT means you also make less contact.

Both. But he will melt regardless.

Just use quake if you’re good with her. You can’t take damage if you don’t touch him.

are you referring to the Vigor/Brute Force/Un. SP1 electro? if so, havok can easily do the fight: his plasma charges combined with the despair mastery will stop the regen, the Feedback debuff will drain your opponent's life and the high energy resistance coupled with non-contact hits (mediums, heavy and some of the specials) will greatly reduce the damage taken ^_^

AA can also do the fight, but he needs to be duped and at good sig. (ideally you want at least 33,4% AAR for neurotoxin) and you need to slow the fight ^_^

Blade with GR and Sparky can probably do the fight too, and also any other champion with high energy resistance (bishop comes to my mind, if you don't have any better option) ^_^

If he's sig 40 plus (as a 4 star) then 3 neurotoxins and you're just fighting just another guy really. No damage back

I fought electro and beat him. After that i took archangel to sig 31. So his AAR is between 32 and 33%
