Duped Gladiator Hulk regeneration barely triggers

Hello summoners,
somehow my duped Gladiator Hulk seems to only get the fury buff when the opponent is below 20% HP.
So far I was thinking it's completely random but I barely get the regen buff.
Is there a known bug maybe oder is there another reason for it? Maybe some kind of mechanic that's not included in his special ability description?
Did someone else notice a change in the amount of times the regen triggers?
