Is the ticket refund system working correctly?

We run 2 group of map 6x5 and one group that 65555.

Some of the people in the map 6 groups haven't received any tickets, others have gotten more and less than others, and often different amounts each week even though we are running the same thing each week.

I'm not 100% sure how it is supposed to work but don't see how it would be random amounts and random if you even get if you are running the same thing each week.
