Ht not landing incenerate?

I've been using ht in multiple areas of the act 6, aq, monthly eq, to the side quest. Different champions, different nodes, different champ classes and the problem still exists. I hit the opponent and the screen says "incenerate", but the the debuff doesn't stick. It doesn't matter whether my temperature is at 8 or 20. I've also noticed a lot of fights i struggle getting his temperature up while holding a heavy. Sometimes i can get him to 17/18 but other times it's only 7/8. Anybody having this issue?

    Your Human Torch is bleeding
    His incinerate duration is reduced for each bleed you have on him

    If you're running suicides torch is not a great champ. The bleed at the start of the fight stops him holding temperature so you'll have to kill that time before he can start ramping up.

    HT has his incinerate duration decreased by 4 seconds if he is bleeding.
