Liquid Courage & Willpower Working ??

So I have liquid courage maxed out and it is suppose to cause a 0.6% health damage per second, while also having Willpower maxed out ( 0.7% regeneration per second). The Net effect of these two masteries should be a 0.1% regeneration to my HP. In game I am seeing a larger health decrease than increase, are these two working properly?

    The poison reduces the regen. I run both maxed and it's break even for me.

    So am I. Poison reduces regeneration? i thought the effect would just be 0.7% - 0.6% = + 0.1% in health regeneration back. I am not even breaking even and I have both maxed out like you.

    Do you have recovery maxed as well? And yes poison reduces regeneration.

    All poison reduces healing abilities by 30% each.
