Gilly's "Anscestors Strengh" Mechanics

I was unable to find any other threads on this, but does Gilly's life steal seem to be really infrequent? It may be just anecdote, but the number of times I actually see her steal life, it does not really coincide with the description. It's supposed to be a flat 10%. I did several Winter Soldier fights in ROL and here is what I found:

Fight 1: 151 Hits, 9 Life Steals, rate 6%
Fight 2: 147 Hits, 10 Life Steals, rate 6.8%
Fight 3: 159 hits, 10 Life Steals, rate 6.3%

Obviously this is a small sample size, and it may just be anecdote, but it appears to realistically be around 6%-7%

Has anyone else noticed that? Mind you, I don't use her for anything other than AQ fodder, and so it's not like this would be game changing for me, but it's just something I have noticed playing her.

Guilly99 only Life Steals on Medium hits, so if you use MLLLM combos you'd be doing 2 Life Steals.

thats the only thing i can contribute, i use her quite a bit but her regen isnt why i use her.

This isn't for 2099, I was talking about OG Guillotine. Not real familiar with how 2099 works either.
