Tigra push back during specials

Tigra getting pushed back during non contact hits/missing attacks. Charging heavy to miss this type of attack isn't very valuable if its going to push you back to the point where you're to far to hit the defender with a heavy. Leaves you open for punishment. Was this intended? Ghost doesn't get pushed during her phasing/miss attacks.
