Why do 'Meme champions" exist?

Are 'Meme Champions' supposed to be memes or does KABAM not want to buff them? In the comics, not one hero or villain is useless or basic. Most of the meme champions are well known heros/villains and definitely aren't as bad as the game portrays. Do they exist because all champions cannot be good or because buffing them isn't a concern? Would love to find out why some champions have overpowering abilities whereas some feel like casual humans.

And every meme champion is useful as well. When we refer to them as "memes", it just means that their kit and damage aren't on par with the difficulty of the content nowadays.

They will all eventually be buffed. At the time, a champ like iron patriot wasn’t too bad as iron men were considered decent champs. I remember watching a video about 4-5 years ago of the top 10 champs in the game and SIM was fairly high on the list. It’s just that the game has progressed way too far for a good old regen to be considered good utility alone.

because all the popular and super well known champs like iron man were added in the very beginning. as mcoc has grown, they've had new ideas for champs and have made champs more complex and better. those original champs fell back and never got updated

All of the early character designs are basic in comparison to later additions to the game. That’s why characters like Classic Spider-Man, OG Iron Man, and OG Captain America are all fairly useless characters. Since characters were only given so many abilities early in the game, meme tier characters are the ones whose few abilities are extremely unhelpful (like miles morales random evade or abomination’s poison when struck). Kabam simply hasn’t had the time to buff every single one of these outdated characters, but it’s something that have recently increased their focus on.
