Is HT bugged?

I've noticed this several times that HT isn't applying incinirate or if he applies it then the duration is short. I know that his inciniration is depends upon temprature but is it possible not applying it entirely? (Forget the lagging part)

    if HT is bleeding the incinerate duration is further reduced by 4 seconds. Assuming default duration at 0 temperature for incinerate is 3 seconds that's why your incinerate is instantly expiring when HT is bleeding.
