AQ adjustment

Much like war, have Alliances "enlist" for AQ with modifiers and Map selection ahead of time. Ally's could do the entire week in one shot or switch to different maps up to the time the next day starts. If ally's don't "enlist" the option to manually start is still there. This would take a load off of officers to be online to start AQ's and help for smoother transitions between days.
