When wil OG Vison be available again?

So it has been some time since Vison (Not AOU) has been available. If/when he dose become available again will he still cost 4300 units, (Counting the 3 star purchase) will he just cost significantly less, or will he be available in the arena as a featured or milestone. I believe that he should not cost as much as in previous opportunities because the value of 4 stars is starting to go down with the addition of the new 5 stars, and soon to be 6 stars.
