Tier 1 aw but tier 2 multiplyer

So we are in a war right now we where happy to get back into tier 1 with our last win and are so far winning this thinking wed be all set with a good start this season and just noticed the multiplyer is only x7 aka tier 2. How can this be? This can be a really big deal and mess up a season
