He already exists with in the mcoc universe, because he was in the phantasmagoria motion comic. (Mysterio event quest if you forgot).
Tech
Passive: Fighting style
Switch between styles by dashing back and holding block for 1.2 seconds
Start the fight in evasive combat style.
This gives you a 30% chance to evade all attacks. Does not trigger while blocking. Activating a special grants a cruelty buff granting plus 20% crit damage for 12 seconds. Specials refresh this, and heavies pause it for 2 seconds. Gain plus 20% offensive power gain rate in this combat style.
Iron arms: Critical hits apply a bleed debuff dealing 10% of attack as damage over 12 seconds. Critical hits also apply a armor break reducing armor rating by 10% for 12 seconds. Max 6 stacks. Against bleed immune characters max 12 stacks. Heavies refresh armor break
Suit armor: fight start grants an armor up buff increasing armor rating by 20%. If it is removed it reapplies after 12 seconds. While armor up is active gain plus 85% bleed resistance and bleed last 30% shorter. No bleed on him can be permanent, and if he gains a permanent bleed it instead last 15 seconds.
Sp1: if in evasive combat style grant a precision buff increasing crit rating by 2300 for 12 seconds. Refresh on heavies.
If in iron arms combat style, it is unblockable.
Sp2: if in evasive combat style gain a 20 second true strike. It is refreshed on crits. True strike ignores crit resistance
If in iron arms combat style, deal an additional 10% of attack as direct damage on each hit. Consume all armor break
Sp3: apply a 20 second healing block
It is refreshed on crits. Stun the opponent for 4 seconds. This stun duration cannot be reduced.
Sig: plus 30% armor break duration, and plus 20%-65% precision and cruelty duration.
Synergies
Sinister enemies:
Green goblin: plus 30% incinerate and poison potency, and when applying one, apply two.
Electro: critical hits apply one shock to himself lasting 20 seconds. Heavies refresh all shock.
Max 10 stacks.
Mysterio: plus 39% poison potency and duration
Rhino: heavy attacks refresh fury and fury stacks endlessly. Gaining one fury gives rhino a second.
Iron spider: plus 20% bleed potency
Sinister symbiotes:
Venom and carnage: plus 20% special damage against bleeding or armor broken opponents
Iron spider: plus 20% bleed duration
Iron heroes:
Hulk buster: plus 20% shock duration
Iron man: specials guaranteed to apply armor break and armor break stacks. Heavies refresh armor break.
Superior iron man: specials are guaranteed to apply armor break and crits against armor broken opponents deal double damage.
Iron man IW: plus 20% stun and armor break ability accuracy
Spider men and women:
Miles: flat 45% increased ability accuracy and special damage
Stealth suit: plus 6.5 second eneverate duration and eneverate is now power lock
Stark enhanced: Gaining one poise charge grants another
Classic: flat 30% armor break ability accuracy, and deal 100% more damage during specials against armor broken opponents
Symbiote: plus 5% crit damage per armor break
Spider Gwen: flat 10% eneverate ability accuracy and special 3 applies a 40 second armor break reducing armor rating by 20%
Iron spider: armor up also reduces poison damage and duration by 60%
