Which 4* champions are a waste to upgrade?

If i have a limited amount of ISO-8 and tier 4 basic catalysts and can only upgrade perhaps one 4* champion per month to maximum, which champions should i avoid upgrading in order to not waste my limited resources?

I will not provide my roster as i want this to be general directions for others with limited resources to be able to take advice from too.

    Lmao. Do you have any idea how many champions there are in the game, we need your roster to give you good advice.
    However, if you insist on not providing it, follow Seatin's tier list, focus on the god tiers and avoid the memes and "occasionally useful" tier

    I wont rank up any champ other than god tier for 4star.
    If you need help, post your roster, others can create posts for themselves.
    Dont take this as a negative mark, I just want to help you.
