    I mean this is slightly different.

    I don't remember if P2099 bullets are stated as being energy, but the visual while looking like energy could just be very some very big tracer round like projectiles.

    Unless it's stated they are energy, then I see nothing wrong with that personally. Big high caliber tracer rounds.
    I'll concede that on sp1... but sp2? That's clearly pewpewpew.
    Maybe they are like those arcade shooter games. The sound very similar, and they definitely shoot real bullets at the skeletal pirates or pursuing T-Rex or what have you.

    The SP2 is based off the fictional Stark-Fujikawa .48-caliber Street Pacifier, which going by the fact that it's a .48 caliber, would mean that it's also gunpowder based.
