Time to reduce energy use in Variant?

Variant 1 - 3 has an energy use of 3 per tile for each subchapter.
Variant 4 and 5 are different. It has lesser energy use. 1 energy per tile for chapter 1, 2 for chapter 2 and 3 for chapter 3.
Why not changing it just like Variant 4 and 5?

The energy requirements are the same as when they were first introduced into the game as event quests IIRC
