A punching bag champ to replace ROL WS?

An idea that i had: since in LOL and AOL there is a damage cap, there is no opportunity to properly test out huge damage potential (eg. Red mags sp3 on bleed immune). The idea i had would be for a champ to have an extensive amount of health (maybe 2mil) but low attack rating (900-1500) and no damage cap. This will actually let us see the huge numbers. Thanks
