Preacher regens from 1% to 11%, how do i beat him?

Preacher was the boss in an Incursion just now and every time i got him down to 1%, he regenerated back up to 11%, and this happened like 8-9 times and he just wouldn't die.
How do you stop him regenerating and take him down to 0%?
