Who to rank up?

So, I have 5 star Gwenpool(Duped), Starky(Duped), and Aegon(Unduped) at rank 4. I am almost about get the required t5cc's, and was wondering who to rank up? Also I have Havok and Sunspot at rank 3. Should I rank up one of them to rank 4 and wait to take on up to rank 5? Also have 6 star miles morales...

    I'd R4 Havok and then R5 him when you can.
