This is from the updated Punisher 2099. Does anyone knows what clean hits refer to for this Cap America synergy?

I think it's if you actually land the hit, whereas contact can be through block

100% a successful attack, one which is not blocked.

I believe they put this in to specify that you won't see the increased damage when the opponent is blocking.
