While doing the Side quest-Quest 1 Legendary difficulty, I took Silver surfer For Defeating Mr fantastic activated the Vigilance Buff(Vigilance buff- Attacks can not be missed or evaded) but still the problem was no functioning of that buff he still evaded my attacks.

The Vigilance buff allows him to bypass Miss Mechanics, not evade mechanics
