Can’t use Generic Rank Up gems?

I currently have three generic five star 2 -> 3 rank up gems - but I can’t use any of them. I go to a hero and the only thing that shows up is the class gem, which I don’t want to use. There is no option for the generic.
Can’t use them from inventory, character screen and I can’t use them from the ‘use items’ menu either.
The gems aren’t limited in any way, they’re not restricted to champions from a certain year, I just can’t use them if I also have a class gem.
