6.4.3 Warlock - Medusa can’t armor shatter

Not sure if anyone has similar issue, but when fighting Warlock with Medusa on 6.4.3 (Energize 100% + Special bias) the armor breaks she places don’t last long enough to stack up to 6 and armor shatter, even doing a MM+Sp1 by the time the last hit of the Sp1 lands, the first armor break from the first medium attack has already expired so 6 armor breaks are never reached.
First time I thought I may have had the infection on me so 1 armor break failed to apply, but then I did the fight again 2 more times and even before I get infected it doesn’t work.
There is no AAR nodes or nodes that would cause debuffs to last shorter time...
This seems deliberately designed this way to remove Medusa as a counter.
