Won't let me chat in global

in Bugs and Known Issues
Since earlier today my game glitched and it won't let me chat on global any advice? think it might just be a bug not sure though don't think I got banned anyone know the problem?

    Hoping it will get fixed for I can talk in my alliance we are in the middle of a war
