Who to rank up?

Recently I've played incursions with my 4* Scarlet Witch. After some time only playing with 5* and maxed 4*, I want to add more 4 stars to the rank 5 reel. Which one(s) would you feel to be fitting in that category?

I've got these candidates (all 4* below r4):
-duped Scarlet Witch
-Havok
-duped Cull
-BWDO
-Killmonger
-Hit-Monkey
-X-23
-Morningstar
-Red Magneto
-Ghost Rider

And I've got none of them as a 5 star yet.
