Nebulas charges not working?

Besides my AOU Vision's power draining not doing any damage, also noticed how my Nebula has been glitching and not stacking shock charges ever since the last update. The timer almost finishes and then resets and no shock charge is stacked. Anyone else get that issue after the update?
