Poke notifications - out of game

Hi.

Am I suppose to receive a notification when I'm poked and I'm not in game? (like a crystal available notification)
Currently I'm not getting but some alliance members say they do get them.

    Hav u tourn of you notifications of from yours game settings if so that why u don’t resiv them

    I get other notifications from the game. Only these aren't popping.

    I dont get any notifications for the game. I got them when I started playing, but none anymore. I really want them so I know when to do things in the game
