Heal block not working properly?

hi folks, came across this in arena today. Its seems that the heal block debuff was letting mastery healing through. This is a bug right? I don't recall seeing any green numbers in the past when I heal blocked.

    Is because Doc Oc is dup there, which technically he doesn't apply an heal block to the opponent.
    Is strange to see the numbers popping up, but you can be sure that the opponent isn't actually healing anything from it

    Thanks for the response. Thats so weird. Im not a doc oc player and I've never looked into him much. Thanks!
