Unless his special had changed since the buff, this is definitely not the case, it's literally just a double dash back and you can quite comfortably dex both hits.

I just went in a duel and it's actually so hard to dex the first hit. As in, I can only create distance rather than dex no matter how hard I try. So it's always extremely easy to dodge for me.

It's because it's a change-Up. The projectile moves slower than the speed of the animation throwing it. Dr. Strange has it too. There's a reason it's such an effective Baseball pitch
