Are Suicides worth it?

I question this because:
1) Suicides discourage SP1 and SP2, due to Recoil. (Seatin won't run suicides because of this)
2) Falcon has the best REGULAR attack damage in the game, and he seems to lag behind other champs.
So regular attacks are NOT the source of most damage?
At best, they seem to be a way to generate power for specials.
So is it better to
1) go no Suicides and use tons of specials?
or
2) use Suicides, but limit specials?
(obviously for Falcon, suicides are the best, because his Specials are terrible.)

Max sig Falcon, that is locked-on, gets a large increase in base damage, plus roughly 70% Crit Rate.
He should have the best Regular Attacks in the game.
His specials are terrible.
He does not clear content as quickly as champs with weak Regular Attacks, but Good Specials.
It looks like Seatin is right, for most champs in most content (no suicides, lots of specials) .
Ghost, phasing out the bleed and poison and bypassing recoil with synergies, is a VERY rare exception.
Falcon is another exception.

It really makes no sense to be penalized just because you wanted to edit a post to make it even better.
