CAIW not purifying debuff in AQ

Hi,

CAIW is not purifying the bleed debuff in AQ even with kinetic charges and the skill synergy. I am wondering why. See attached video.

    He purifies the bleed if it's inflicted when hehas a kinetic charge already active, sine no charges active at the start of the fight the the bleed wont be purified.
