Magneto's shock resistance is bugged in Alliance war. I don't know about his bleed but for sure shock. Another alliance member and myself used Mags in AW node 24 that has EMP modification. Magento should have -90% shock resistance yet i melted from shock. I didn't get hit once and died with a 30% boost on.

    Have any proof of it happening?
    Would be helpful to know what was happening to detect any other thing that was going on
