Not able to trigger doom sp1 to sp2 cycle

Doing the side quest to get the 2020 cavs
And I’m having issues triggering dooms sp2 after throwing sp1 - to then take their power and the hit sp2
The defender is knocked down and I’ll just trigger block and then they immediately throw their special
I used to be able to trigger sp1, get my sp2 and then immediately trigger my sp2
But instead I trigger block and the defender will immediately trigger special
Is there been a delay added? If so it’s been messing me up
