Vulture Thermal Feedback Debuff not working

Has anyone else experienced this? Vulture applies his thermal feedback debuff on an opponent, but does not deal the extra damage based on the opponent's power gains.
I've experienced this in the arena against a duped Winter Soldier and unduped Luke Cage, neither of which have ability reduction to my knowledge.
