Passive Evades

Quick question, I remember seeing an update note talking about how champions could no longer immediately attack after a passive evade. Was that actually implemented? Because every AI I fight that has a passive evade still breaks their dodge frame animation to attack me while my punch is still thrown and I die almost instantly in high level quests because that champ usually also has crit rate and damage buffs on their node. Yet, when my champs get the passive dodge, I feel the restriction on my follow-up attack and I have to wait before striking back.
