whom can we gift in gifting event

New to gifting event so would like to know if we can just gift alliance members??

    In game friends as well.
    I’ve only done alliance though. I think you have to be at least one of the two - friends or alliance. I’m pretty sure you can’t just pick a random name from all players with no affiliations to you and just gift them. Although I could be wrong.
