Armor shattered medusa bugged?

Hello everybody, Today I was at the EQ and activated the Medusa armor shattered against ultron and darkhawk, but they were still charging the power bar.
Does any node reduce my skill accuracy or is the armor shattered bugged?

But by leaving armor shattered to a robot, it shouldn't gain power in any way

Armor shattering an opposing robot will reduce their power gain by 100%. Since the opponent had power focus, they had an additional 60% combat power gain and were still able to gain a small amount of power.
