Requirements for gifting event

So, I am the proud owner of 4 accounts which I have been grinding to gift myself GGCs and revs, just wanting to clarify what you need to have done to participate? Level limit? Content limit???

I think the level limit is like 15+ so you should be fine. Anyone know when it starts? I thought it was today
